The legislative measures the Italian State took between 20s and 30s in order to promote the harbour and industrial sites in Venezia Giulia, Istria and Quarnaro represented a first answer to the increasing difficulties caused by the integration of that area in the Italian economic system. Such measures aimed at stabilizing the harbours’ economic situation by balancing the incert incomes of the sea trade, through the creation of new industrial sites. The seaports of the North Adriatic lived in those years firstly the detachment from their traditional commercial Danubian-Balkan hinterland, because of the dissolution of the Habsburg Empire and the fragmentation of the entire area in new state entities, and secondly the effects of the world economic crisis, which further reduced the commercial and financial flows of these transit harbours. All this intensified the tendency to a difensive closure typical of the continental economies of those years: a situation which was later worsened by the annexation of Austria to the Großdeutsches Reich in 1938 and the consequent reorientation of the market flows. Especially in the 30s, Porto Marghera was seen as a successful “model” of industrial implementation in a harbour zone, producing a propulsive drive which influenced the entire local economy. It is therefore opportune to wonder to what extent the Marghera “model” was exportable in different production and trade contexts, like were those of the North Adriatic and former Habsburg harbours. In other words, to wonder how much this special legislation reached effective results in terms of the integration of the new port calls in the framework of the national economic system. Or, on the contrary, how much does the adoption of special measures between 1928 and 1930 represent an aspect of the extention of the public intervention in the industrial sector, which formed a characteristic of longe durée in Italian economic politics. In modo particolare si è prestata attenzione ai concreti effetti della legislazione speciale che lo Stato italiano adottò a favore di quei porti.)
