In providing a valuable ITS, it is of utmost importance to maintain real-time awareness of transport network conditions. Modern ITS systems achieve this goal by accurately monitoring migration of vehicles along the road network. Extensive work is currently being done round the globe on the subject of tracking migrations of mobile entities in Cellular networks in order to get near real-time traffic situation. In this paper, a supporting method is shown that is developed for designing and evaluating Traffic information systems (TIS) utilizing Floating Car Data (FCD) derived from tracking cellular network users. A new probe is developed using GPS module that is tightly coupled whit a GSM module capable of retrieving Cell ID and Timing Advance (TA) information’ s from the cellular network. Timing advance (TA) information can thus be geocoded to a GIS databases together whit the existing Cell ID and road network data. This information is then provided to various Traffic statistics engine’ s (TSE) in TIS. As a result, accuracy of TIS systems using Cell ID together with TA can then be improved through Enhanced Cell Identification. Further research will be performed with the aim to evaluate the method for traffic estimation using a series of deployed probes and combined GNSS/cellular traffic data for evaluation of assessment quality
