OVERVIEW OF THE SYSTEMS AND MODELS APPLICABLE IN DECISION MAKING IN MARITIME MANAGEMENT

Over the last decade it has become clear that planning in maritime management requires sophisticated computer-aided data processing and application of the so-called knowledge-based management systems. The data needed for decision-making can be accessed only if these requirements are met. There are a number of kinds of decisions in the decision-making process in maritime management. Decisions may be programmed or not ; they may be structured, semi-structured, or unstructured. Structured decisions include familiar inputs (data), outputs, models, actions and objectives, whereas unstructured ones comprise methods and objectives that are vague and yet to be defined, scanty and unreliable data, insufficient or unknown development methods. Furthermore, regarding the level of certainty, there are three kinds of decisions: those made with certainty by someone who knows the exact impact of his or her decisions, which means that there is but one condition of a system ; then there are decisions made with poor certainty (or with risk), where the decision maker is not familiar with the effects of his or her decisions, but is familiar with the conditions of a system (and consequences in each condition), and is familiar with prospects of all likely system conditions ; finally, there are decisions made with complete uncertainty (or in complete ignorance), where the only thing the decision maker knows about system conditions is to recognize them, without knowing whether any of these conditions is likely to occur or not, and without being able to provide any assessments. From the system point of view, port management in its widest sense implies spatial and time merger of all relevant resources, requirements and measures, which are necessary for best and optimal exploitation and development of ports.
