Trends in organizing the technical inspection of wagons

The foundations for the liberalization of railway transport services were laid out as far back as 1991 by the EU Directive 91/440/EU. During the years, the existing directives were improved, while new ones came into effect. The intention was to maintain and increase the safety level of railway transport regardless of the market liberalization. One of the significant safety aspects of railway transport is the technical inspection of freight wagons and passenger coaches. The technical inspection involves the physical inspection of wagons, adherence to loading regulations, review of train composition and brake checks. Each and every one of these constitutes an extreme safety element. The guiding principle of technical inspection of wagons is the undiscriminating approach. Inspections are carried out identically on all wagons, regardless of their provenance in the interest of maintaining safety levels. During the process of railway sector reconstruction each country dealt with the issue of wagon technical inspection in accordance to its national laws. The paper examines and compares the technical inspection systems in Slovenia, Germany, Austria, Switzerland and Croatia. Afterwards it examines the strengths and opportunities versus weaknesses and threats of the current organization of wagon technical inspection system. Subsequently the fee models for technical inspections are graded and the possible connection between the fee-models and the organization of technical inspections examined. The paper also takes into account the technology of wagon technical inspection and its role in the global transportation process. Various possible scenarios of reorganization of wagon technical inspection in Croatia are explored taking into account the experiences of the neighbouring railways.
