Model of transporting person with disabilities in suburban rail traffic of the city of Zagreb

The role of transport, in general, as a service industry, is safe and undisturbed carriage of people and goods. The transport service has to be available to all who are financially capable and ready to pay for this service. Today, when people are more mobile than ever before, the majority have the need and wish to travel. To satisfy their wishes, many people find it sufficient to be financially capable of paying for the transport service, but there is a certain group of disabled persons who find certain transport modes not available, in spite of their financial possibilities. One of the measures of the European traffic policy is the revitalisation of the railway traffic system. Big European cities are facing the issues of congestions caused by the preference of using passenger cars over public urban transit. The potential solution of the traffic congestion in urban environment can be found in the development of rail urban and suburban traffic. As the carrier of traffic load in urban environment, railway transport offers the users shorter travel times as result of higher commercial transport speed. The availability of railway urban and suburban transit for the disabled can be evaluated through the following phases: - accessibility of the railway station building, i.e. platform ; - accessibility of platforms and other facilities within railway stations ; - accessibility of the transport means themselves and the respective location in them. The research was carried out at railway stops of the City of Zagreb and it has been found that modifications are required in all the mentioned phases that mean substantial investments that should be insured during the future time period. Recognizing the dynamics according to which the necessary modifications will be realised the influence of the proposed solutions on the technological operation process need to be analyzed. Short time of stay of suburban trains at the stops is sufficient for the average users to safely get on and off the urban-suburban vehicles – train. For the disabled persons this time is variable and depends on the level of transport vehicle equipment, so that it is necessary to analyse the influence of a prolonged stay at the stops on the overall schedule.
