Factory Survival by Flexible and Quick Adaptation to New Challenges

The success of industrial production is the result of continued cooperation among entities from the economy, education i.e. research institutions and state administration. In this process, the economy should be concentrated on development of specific competitive factors (supplier specialization, education of workers, introduction of an information network, employment of reliable management). From the other side, state institutions are responsible for ensuring stronger institutional and administrative help to the economy, especially in cases of decision-making on investment in education and infrastructure or in resolving internal regional problems. The triple helix model is an empirical model which connects these three segments (the economy, state institutions and knowledge) thus providing for a transition to a knowledge-based society. In order to redefine mutual relations among research institutions, the economy and state administration (generally speaking this can be the Government), it is imperative to focus on bolstering local innovative developmental conditions through linking up research projects with other innovative activities. In the initial phase of economic development, it is necessary to create a business environment and stimulate measures for concentrating innovative activities. The second two phases of consensus and innovation encompass ideas and strategies of multiple interrelations between the university, economy and state administration. There are attempts in these two phases to achieve strategies and goals defined in the previous phase. Introduction of the helix model in a consistent manner represents a conditio sine qua non of Croatian production engineering i.e. industrial production.
