Linking Civil Society and Government in the Process of Stabilisation and Association with the EU: Case of Croatia
Due to their role of mediators between the citizen and the state, civil society organisations, and NGOs in particular, have been increasingly recognised as one of the important actors in the European integration process. A more structured civil dialogue, and a better co-operation with civil society has become a priority issue in debates at the European Union level, especially in the context of the reform of the EU institutions and the forthcoming EU enlargement. This paper explores the possibilities of establishing a stronger co-operation between Croatian NGOs and Government within the framework of the Stabilisation and Association Process with the EU. Drawing on the experiences of the EU Member States as well as of the candidate countries of Central and Eastern Europe, it gives an overview of the main challenges Croatian NGOs and government will have to address in order to adjust to European standards of good governance and progressively develop a solid partner relationship
