In ex-socialist countries transition processes have led to the breakdown of large industrial systems and to an enormous rise of unemployment. Among numerous issues and challenges related to development strategies it is worth to investigate the possibility of creative application of industrial districts in transition economies. Especially interesting is the experience of Italy, which is widely accepted as a successful model of endogenous sustainable local development. Can this be a valuable foothold for the local and regional (and thus national) strategies and policies of restructuring and development in transition countries? On the other hand (under) development and poor functioning of infrastructure systems can be a serious limitation in restructuring of transition economies by endogenous sustainable local and regional development. If the past and present infrastructure policy is a hindrance, how is it possible to creatively apply local potentials in restructuring of transition economies? What could and should be done in terms of decentralization of infrastructure strategy and policy in order to make these processes possible and give them a chance? The paper researches the above experience, the interdependence of industrial districts and infrastructure policy, and attempts to offer possibilities for endogenous local and regional development interrelated to the appropriate infrastructure policy. The example of Croatia is especially focused.
