CIVIL DEFENSE RESPONSE TO NEW SECURITY THREATS

From the beginnings of the first civilised social communities, humans have been exposed to natural and anthropogenic threats, first, in accordance with the technical and technological development of those times, much more to natural threats and the war as the only anthropogenic threat. In such conditions the winning and the developing communities were those that first achieved some important technological discovery, such as in the beginning, the wheel, bow and arrow, war chariots, catapult, melioration and irrigation, construction of embankments and solid residential structures, etc. Today, the fact that since the end of the World War I the technical and technological knowledge have multiplied approximately every seven years, is sufficient for a justified assumption that a people, nation, region that is late, slows down its pace with the development to a time interval of only some ten years, lags behind those that perform this regularly, for an entire duplication of the technological development. In order to understand the extent of the lagging behind, maybe the comparison will help that the entire gathered technological knowledge has been doubled from the beginning of the civilisation until World War I. This means that the civilisations, for instance, the Sumerian, Egyptian, Roman, Frankish or Medieval civilisations differed less between each other than any civilisation from the end of 19th century and even more than the civilisation from the first half of 20th century. However, this also means that the anthropogenic threats regarding technical accidents in the newly created industry have multiplied, and that the wars, using advanced technology have become much more dangerous for the human community than only some hundred years ago. Furthermore, the technical and technological revolution has brought about the globalisation in all the areas of human activities and creativity, and it has brought also up to now unknown or less known, new anthropogenic threats in the form of migration of the population, people trafficking, organised crime, production and dealing in drugs, money laundering and manipulation with financial means, proliferation of mass destruction weapons, weapons trafficking, modern terrorism as a form of war, environmental pollution, etc. The third big and new area of threats to social communities is the abuse and/or even usage of new anthropogenic threats to rule, control or disruption of control of the living environment of a state, nation, region. Why is this deemed important for the title of this paper? The struggle for survival and for further development means a struggle for domination over the living space. As will be explained in detail later, the present days are similar to a race of athletes in which only the first three win medals and awards, and the others find consolation in having their names and photos next to the winners. In order to fall out of the race no special beating sticks, tanks or rockets are necessary ; it is sufficient to participate in the race and to hinder other competitors in the race. This is precisely what one human does to the other human. To start a war machinery is expensive with many human losses, international condemnation and with great uncertainty as regards the result, and first of all wastes time and energy on monitoring the technological development. Therefore, the humans turn towards new methods, tactics, forms, means and targets in achieving their objectives and these are terrorism, and other advanced forms of security threats. This leads to the premise with the fulfilment of which a nation can count with further development and survival under its name of the nation or state: to carefully analyse which natural and anthropogenic threats can affect a state, region, continent ; furthermore, after this, to carefully study which anthropogenic threats and in which way they could be used by a known and unknown enemy in order to control the living space of a state or to disrupt the control of this space by its legitimate owner. Based on this analysis and after such analysis, it is necessary to develop a security doctrine and strategy in the full meaning of this word, from individual to collective and national, respecting also the needs of regional and international security. One has to have in mind here that military systems and armed defense, due to the above mentioned reasons, are becoming less and less a factor of defense and protection, and the factor that is increasing is the civil defense in which the armed forces also have their place and tasks.
