Research on Cartographic Solutions for Early Warning and Crisis Management Used by Emergency Services in Croatia
The continuous development of digital mapping technologies and geoinformation systems has resulted in a much more rapid exchange of data and information during emergency and crisis situations. Therewith, an important role of contemporary cartography came to the fore – cartography for early warning (EW) and crisis management (CM). Recent real-life situations showed us that maps are essential in all stages of the disaster management cycle (prevention, mitigation, preparedness, response and recovery) and are therefore recognized as an important element in each crisis management decision support system. When preparing for a possible emergency situation, it is necessary to increase the level of training and scientific knowledge about dealing with disaster issues. A fundamental way to accomplish this is to find out the level of knowledge, comprehension and preparedness to react in crisis situations of all the involved actors – trained professionals, voluntary crew members, and potential civil victims. Recognizing this problem, a research was conducted on available cartographic solutions and materials for EW and CM used both by civil public and emergency services in Croatia. First, existing emergency and crisis cartographic materials/symbols/solutions were identified through various state and local agencies, services and organizations, private sectors, commercial software solutions, etc. According to their meaning, the materials were grouped into categories, evaluated and analyzed. This led to a review of the current situation in Croatia concerning cartographic solutions used for EW and CM. Finally, conclusions were drawn about the availability and usefulness of cartographic solutions for EW and CM in Croatia. This study clearly shows there is a lack of national guidelines, standards, and cartographic symbol sets to create maps for crisis management and to communicate during emergency situation. Different approaches developed among different national emergency organizations show that there is still a long way to a unique national emergency management cartographic approach.
