Education system in Croatia, with special emphasis on primary education: recent trends and issues
he paper is focused on the latest trends in primary education in Croatia in the process of integration of the Croatian national education system in the European and broader international context, namely, in the context of its preparation for entry into the European Union. Current events and the situation in primary education are presented from several key aspects: Laws on education, Management, Finance, Structure of the education system and Teaching process at primary schools. Theoretical, methodological and curricular changes, changes in financing and capital investments, changes in legislation and the education of teachers and principals which are in the function of creating a new approach to the student and his positioning in the centre of the educational process are considered. The paper critically reflects the problem of the insufficient theoretical elaboration of certain issues of primary education in Croatia, particularly the problem of external evaluation of the educational outcomes, "uniformity" of curriculum, that is, his regulation from the "outside" which reduces the autonomy of schools, the question of the operationalisation of students' competences, as well as discrepancy with the International Standard Classification of Education (ISCED), which makes the comparative analysis and elaboration more complex.
