Liberalisation of Railway Market as a Challenge for the National Operator
Liberalisation of the service market in railway traffic is today a reality in the European Union countries. It was one of the ways of converting national railway companies from the monopolistically organized companies into the market-oriented ones and then the initial trigger to improve the efficiency of the railway sector. It is interesting to note that the European Commission is intensively dealing with the market liberalisation and conducting also specialized research in railway sector - Rail Market Monitoring Scheme (RMMS). The degree of liberalisation represents an important mechanism of market functioning so that over time an analytical method of evaluating the degree of liberalisation has been developed, meaning that an LIB index has been established. The Republic of Croatia is at the door of the European Union, and this includes also its national operator in railway traffic. The liberalisation process is inevitable but a series of proactive measures can be started on time for the later better positioning on the liberalized service market in railway traffic.
