INCLUDING CYCLING IN AN INTEGRATED URBAN TRANSPORT POLICY

Settlement planning and transport planning are closely linked. Since most of the urban space has been constructed, transport planning must be integrated into the existing urban form. In sparsely constructed areas of the city, urban planning is aligned with transport planning, i.e. the arrangement of future activities in space is adapted to traffic, and vice versa. In spatially confined urban structure each interest group (pedestrians, cyclists, car drivers and users of public transportation) wants its share. In cities without a clear goal, stronger interest groups related to motor vehicles became the generator of major problems in urban space. For that reason, traffic planning today is not really planning, but rather a compromise between multiple interests of different modal groups in traffic. This paper will demonstrate that with the help of professional transport planning, integrated in urban policy, the balance of interests of all the participants in transport can be achieved in a fair manner. Accordingly, cycling in the city has the best chance to protect its own interests. The plan of biking development should be guided by a vision of the future of the city. This vision must be formulated explicitly in line with the objectives of local government.
