Implementing INSPIRE in non EU countries based on learned lessons

Concept of Spatial Data Infrastructure (SDI) materialized in Europe union (EU) through the INSPIRE Directive become integral part of any EU process and one of the driving forces in development of European geo-enabled society. Still we should bear in mind that only two third of European countries, 32 of them, including EU and EEA countries as well as Switzerland, are obliged or fully accepted to implement INSPIRE Directive. There are still remaining 10 European countries, neglecting Russia and Caucasus countries, which are formally not obliged to INSPIRE directive. However most of them want to become EU members and are making efforts in this direction. Therefore, those countries are gear to adopt rules of INSPIRE directive and implement it in their societies even much prior of once becoming EU member, meaning that implementation of INSPIRE Directive cannot been observed as finished issue in Europe. In this context, Croatia becoming 28th member of EU, is specific, being only country which has passed INSPIRE Directive transposition process similar to one future member countries will do. Regardless to the fact that enlargement process has been slowed down, we can use Croatian experience and present situation in neighbouring countries to evaluate approach regarding formal and practical transposition of INSPIRE Directive aiming to avoid done errors and detected bottlenecks. Recognizing this, supported through the EU IPA 2010 financed project „INSPIRATION - Spatial Data Infrastructure in the Western Balkans” team of international and local expert has analyzed present status of SDI development in seven countries of Western Balkans and produced several national and regional reports proposing list of measures fitted to each country reality. Despite the fact that implementation of SDI and transposition of INSPIRE directive in non EU countries is not the task of the EU bodies, it is known that number of SDI activities in those countries are conducted with financial support of various EU or EU countries programs, because it is mutual interest. Therefore, based on mentioned studies, as well as on other relevant documents, in this paper the common problems have been extracted and possible measures proposed and discussed with the goal to develop such situation in which establishment of SDI in countries will be perseveringly, measurable and harmonized towards full transposition of INSPIRE Directive and implementation.
