A Link between Business Improvement and Organizational Culture: A Case Study in Croatian State Forestry Sector

A considerable amount of research has emphasized the mutual cohesion between organizational culture and business performance. Pursuant to the said, in transition economies of forestry sector organizational or corporate culture can be a key link in restructuring processes and business improvement of forest companies. Therefore, this research examines: a) forestry employees’ attitudes on indicators of organizational culture, and b) a links between organizational culture, management style, decision-making, barriers and benefits in governance and management, employee satisfaction and efficiency of forest company organizational units (Croatian Forest Ltd.). Measuring instrument for analyzing company culture is made based on the competing values framework and associated models used (the X-Y theory and ERI approach). Credibility of the measuring instrument was tested and confirmed by metric characteristics of the questionnaire key components (validity and reliability). Data collection was made by two parallel samples (1 - a representative sample at the enterprise level, 2 - target sample at three forest administration and associated 31 forest offices). The research finding presents general results of representative sample testing where an analysis of the hierarchical type of culture proved to be the dominant business culture of the forest company. The dominant type of organizational culture is accompanied with expressed autocratic management style that is positively correlated with an indicator of mental workload and occupational exposure to stress (ERI indicator). The findings by the target sample, and comparison with indicators of business activity, have resulted with a significant correlation of the rational and group type of culture with subjective performance indicators (leadership style, ERI indicator, realization of business plan etc.), while the influence of the dominant business culture on an objective performance indicators of the enterprise working units (total economy, operation profit, profit before taxes etc.) is not entirely proven. It is concluded that the existing functional and highly specialized enterprise organizational structure with hierarchical business culture inhibits the strategy and objectives of the company that is also not harmonized with the goals of employees. Unbalanced focus of the existing culture with formally directive management style and the lack of reward system results with a strong resistance to essential changes and necessary improvement of forest company performance which in this research is displayed and argued through a holistic approach of the enterprise development.
