A new way to collect INSPIRE data in the field - mobileWFS

At the present time, there are only a few mobile apps available which provide access to various WFS (download) services for geospatial data collection. Of those in existence, only basic versions are freely available ; none are open source. Thus, if an organization (e.g. local municipality) wishes to leverage the power of mobile apps (APP) for geospatial data collection and viewing, they must either invest in expensive software solutions or develop their own bespoke solutions. Sample user scenario can be as follows: the local government is mandated to provide data for the INSPIRE Theme Utility and Government Services. A GIS specialist sets up a WFS-T server and database based on the INSPIRE data specification. In order to make sure that the data holdings are current, the government decides to do field campaigns to check the data. Before the field campaign (offline mode), the relevant features (based on bounding box) are accessed via WFS with their featureTypes and the structure of these types. Based on the structure of the featureTypes, the features accessed via WFS are stored in the APP database. Based on the structure of the featureTypes, view and edit forms are generated, allowing the user to interact with the data. All modifications are stored in the APP database, for later synchronization using the transactional functionality of WFS-T. Through the provision of an open source APP capable of interacting with any service implemented in accordance with the WFS standard, organizations no longer need to reimplement this functionality on their own. Instead, they can utilize the “mobileWFS” APP directly, both to view data as well as to provide updates via WFS-T. The proposed mobile application named “mobileWFS” shall provide a generic mobile WebGIS client application able to connect to any WFS-Transactional server implementation in order to create and update data ; the structure of the data is derived from the information provided by the WFS server on the feature types served. Both online and offline editing mode shall be possible. mobileWFS shall be able to manipulate both simple feature types often made available via Open Government Data portals as well as complex feature types such as the INSPIRE data models defined in the Governmental Services application schema. Thus, the “mobileWFS” APP shall help to ensure wider uptake of existing WFS services, while saving organizations development costs by providing a generic access points to the spatial data served by these services.
