Application of EU telemedicine standards in Croatian telemedicine strategy: Support of the multilateral European Dynamic Partnership Work Program through cooperative content development
Concerning primarily communication requirements of the health system in the Republic of Croatia, it is emphasized that the basic plan of future development of telemedicine should rely on the following: (a) defining of basic networks within particular medical institutions (health centers, hospitals, clinical hospitals, university hospital centers) at the national and regional level ; (b) defining of basic networks within particular institutions ; (c) communication within the health system (Ministry of Health, Public Health Institute, Croatian Institute of Health Insurance, etc.) ; (d) communication with patients via public network, which should provide quality information ; and (e) communication with medical institutions and services abroad. On defining health care development, the system of telemedicine must be rational and efficient, and should be based on high ethical and professional standards. The project of telemedicine in Croatia can only prove successful if implemented as part of a broad project of communication network for the entire health system, which is a necessary prerequisite for appropriate development of true information society. At present, there is a possibility of the implementation and use of ATM as the best starting point for the development of computer-communication network in Croatia. Also, there is the possibility of using Internet, which should be employed as a means of communication with patients (only for information on the issues of interest), whereas VPDN should be used for communication between different segments of health care system. In this way, the efficiency and utilization of the infrastructure will be improved, and so will also be the availability of various services, which could be tailored to particular specific needs using fixed (analog, ISDN, ...) and mobile network of the Croatian Telecom (HT).
